Dysley serves as the Primarch, the leader of Cocoon's people. In truth, however, this is merely a guise he wears: he is the fal'Cie Barthandelus, and the resident antagonist of the game. Much of the struggles the party has endured are merely manipulations he has put them through, and once they find out his true form, this only increases tenfold.
This is also known as the game's biggest WTF moment. I mean, look at him, the guy looks like the goddamn Pope. You're not expecting him to suddenly turn into... well, a giant face. That shoots lasers. (On a related note, all the boss fights with him suck.)
Lieutenant Colonel Jihl Nabaat is a commander in PSICOM. She headed the investigation into the Euride Gorge incident, and worked closely with Dajh and Sazh. She captures Sazh and Vanille in Nautilus, after standing back to watch the two fight Sazh's Eidolon when it emerges. She lures the rest of the l'Cie to the Palamecia, but when Barthandelus reveals his true form, he disposes of her.
Jihl returns as a DLC enemy for FFXIII-2's Coliseum.
Lieutenant Colonel Yaag Rosch, is, for the most part, just doing his job. The people are terrified of l'Cie and want them gone; as a high-ranking PSICOM officer, he seeks to fulfill their wishes. Unfortunately for him, the l'Cie aren't going down so easily. Rocsh focuses on keeping the peace, no matter what the cost, though he comes to realize over the course of the game that the stakes aren't so easily dismissed.
Every Final Fantasy game has a Cid who's involved with airships; in this case, Brigadier General Cid Raines commands the Cavalry, the airship fleet. Disliking the Sanctum's rule, Cid claims to the party that he wants to overthrow them. Unfortunately, he had been turned into a Sanctum l'Cie, and was cursed to become a fal'Cie pawn instead.
Captain Rygdea is a Cavalry soldier working under Cid. According to the game's datalog, he once intended to retire from the military but was convinced by Cid to stay on in order to support Cid as his right-hand man. When Cid is brought back as the new Primach, Rygdea leads the Cavalry's charge on Eden, and ends Cid's life at his request.
Lietenant Amodar is Lightning's superior in the Bodhum security regiment. A persistent, hard-working man, he is respected by his peers and subordinates. He tells Lightning she's past due for a promotion, and is disdainful of the way PSICOM operates, warning her to stay away from the Bodhum Vestige. Amodar's model and voice are used for FFXIII-2's Captain Cryptic. He also appears as a DLC enemy for FFXIII-2's Coliseum.
